Moderator: Alexandra Bochnakova, President of the WFLS
Anna Sophia Oberschelp de Meneses. Anna Sophia Oberschelp de Meneses is special counsel in Covington’s Data Privacy and Cybersecurity Practice Group, with deep expertise in the European Artificial Intelligence Act (AI Act) and related AI regulations. She advises companies on AI compliance, risk management, transparency, and sector-specific obligations for high-risk and innovative technologies, making complex AI rules practical for businesses across digital infrastructure, healthcare, credit rating, and other industries.
Beyond AI, Anna provides strategic counsel on European data protection, cybersecurity, and consumer protection law. She advises clients on EU laws as well as their implementation and enforcement by Member States, including the GDPR, cookie rules, Digital Services Act, NIS2, the Cyber Resilience Act, Consumer Rights Directive, Unfair Commercial Practices Directive, and the General Product Safety Regulation. Anna helps organizations track and address regulatory developments, design resilient compliance programs, and manage cross-border compliance effectively.
Giulia Neaher. Giulia Neaher is a Research Analyst with the Strategic Foresight Hub at the Stimson Center, where she leads projects on AI policy and the sociopolitical impacts of emerging technologies. Her research spans responsible AI efforts in the Global South, ethical AI governance, open-source software security, and technical standards for AI and related technologies.
Prior to joining Stimson, Giulia served as Assistant Director at the Atlantic Council’s GeoTech Center, where she led programming and authored research on responsible AI, tech standards, and the geopolitical elements of technology. She also worked as a Research Associate at the Center for AI & Digital Policy, tracking U.S. AI policy developments and conducting advocacy for responsible AI. Earlier in her career, she worked on Latin America policy at the Center for Strategic and International Studies and Dentons Global Advisors.
Giulia graduated with a Master in Public Policy from the Harvard Kennedy School, where she was a Public Service Fellow, and holds a B.A. in international relations and economics from Washington University in St. Louis. She is fluent in Italian and Spanish.
Christabel Randolph. Cristabel is Associate Director at the Center for AI and Digital Policy (CAIDP). She oversees the US AI law and policy group at CAIDP, bringing diverse experience from her leadership roles across Asia-Pacific and the Middle East in the corporate sector, private practice, and consulting with organizations like WHO, IDLO. Christabel was a Public Interest Fellow at Georgetown University Law Center. She regularly contributes commentary on AI governance, has featured on expert panels at MIT’s EmTech, the World Bank, Berkeley's CITRIS Policy Lab, and convenes the annual AI and Democratic Values event at CAIDP. An attorney licensed before the Supreme Court of Bangladesh, Christabel regularly collaborates with global majority organizations and advocates on digital human rights.
Kathryn Rauhut. Kathryn Rauhut is an attorney specializing in international security. She works primarily in the field of cyber and nuclear security accountability and liability issues. Prior to her work with the Stimson Center, she was a Strategic Advisor to the Internet Security Alliance and to the World Institute for Nuclear Security (WINS). In her role at WINS, Rauhut led international roundtables and authored policy papers on improving global governance of nuclear and cybersecurity through building the business value of security. Previously, she was the Deputy General Counsel of Lawrence Livermore National Laboratory in California. She is a member of the California Bar Association, the American Bar Association, and the International Nuclear Lawyer’s Association. She just completed a decade of international work in Europe while living in Vienna, Austria and is now located in the San Francisco Bay area.
Alexandra Bochnakova. Alexandra is the President of the Washington Foreign Law Society. She is an international lawyer educated and licensed in France and in the United States. She is currently working as Corporate and International Counsel at the Office of General Counsel at Finca Impact Finance, Washington DC, a microfinance institution with over 15 subsidiaries in emerging nations. Previously, she was Head of Corporate Affairs and Corporate Secretary of the Board of Directors of the holding, at Pierre Fabre Group, France, working on corporate and regulatory matters with nearly one hundred companies of the Group in France and worldwide. Prior to that, and for over 12 years, she was the founding partner of SELAS Bochnakova, a boutique law firm focused on international law and cross-border matters. In parallel, she was an Adjunct Professor at the University of Toulouse 1 Capitole and ESICAD Business School in Toulouse, France.
