NOTES:
The employee in this
position serves as a Foreign Law Specialist (Chinese)
for the Law Library of the Library of Congress. The
Foreign Law Specialist is responsible for providing
advice and assistance on foreign legal issues,
questions, or situations to the United States Congress,
Executive Branch Agencies, the Judiciary, and other
constituencies, including the general public. In that
capacity, the Specialist conducts legal research and
analysis and prepares or contributes to legal opinions,
briefs, reports, memoranda, and comparative analyses
related to the laws and legal systems of China and
Taiwan. In addition, the Specialist assists in the
development of the Law Library's Global Legal
Information Network (GLIN) and recommends acquisitions
to the Law Library's collections related to assigned
jurisdictions. Individuals with a law degree and/or
experience as an attorney in China are encouraged to
apply.
Highly desirable
qualifications include attorneys with at least 3 - 5
years of private, academic, or government sector
practice in Chinese law; solid writing experience and
publications; excellent English verbal and writing
skills; a strong working knowledge of U.S. law and
procedure; and experience in international and
comparative law.
This position is located
in the Eastern Law Division, Directorate of Legal
Research of the Law Library.
The Directorate produces
single-country and multinational reports for the United
States Congress on important public policy issues
involving international, comparative, and foreign law.
The Directorate's legal specialist staff of
lawyers/foreign law specialists from over 20 foreign
jurisdictions are supervised by two division chiefs and
assisted by multilingual legal research analysts. The
Directorate responds to Congressional research and
reference inquiries on the legal systems of all nations,
past and present, on the basis for the Law Library's
global collection. Responses are delivered in whatever
format is best suited to the recipient and may be in the
form of newly commissioned single-jurisdiction or
multinational legal reports, previously prepared
studies, confidential memoranda, quick-answer oral
consultations, briefings in a Member's office, or expert
witness testimony at committee hearings. Congressional
workload permitting, the Directorate also serves the
research needs of the executive branch of the U.S.
government, the judiciary, and the general public,
including international organizations, embassies, state
governments, and the professional legal, academic, and
library communities.
The Law Library holdings
of over 2.6 million volumes constitute the world's
largest and most comprehensive legal collection. Its
staff of over 45 legal specialists, researchers, and
librarians--competent in more than 50 languages--provide
research and reference services on all of the major
legal systems of the world, contemporary and historical.

EVALUTION OF CANDIDATES:
The Library of Congress evaluates applicants through an

DUTIES:
Provides legal advice and
assistance and conducts legal research and analysis in
the laws and legal systems of China and Taiwan in
response to requests from the United States Congress,
Executive agencies, the Judiciary, and other
constituencies, including the general public. Performs
comparative legal analyses of these laws and legal
systems to the U.S. legal system and practices. Assists
in the development of the Global Legal Information
Network (GLIN), including promotion of the system,
recommendation of appropriate government contacts in
countries under assigned jurisdictions for possible GLIN
membership, and review of summaries and texts of legal
instruments by GLIN member nations under assigned
jurisdictions.
Produces or contributes
to research and analytical products, including legal
reports, opinions, briefs, memoranda, and comparative
analyses for assigned jurisdictions. Prepares
comprehensive legal bibliographic materials and
scholarly publications.
Makes recommendations on
the acquisition of materials for the Law Library's
collections for assigned jurisdictions. Assists with the
development of the collections within his/her assigned
jurisdiction.
Provides advice and
assistance on foreign laws to the staff of the U.S.
Congress, Federal agencies, and the U.S. Courts.
Collaborates with a variety of staff to enhance the
exchange of legal information.
